Dell has various models available with Linux/FreeDOS preinstalled
(which is as close as you can get to no-OS from a major vendor).

I know a handful of people (including myself) who have purchased
pre-assembled white-box PCs from http://cyberpowerpc.com.  It's more
of a "gamer" oriented outlet, but you should be able to get a
reasonably priced desktop that isn't too showy ( I did about 5 years
ago).
